. . . By 1886, the Army had withdrawn troops from Fort Lapwai and turned the site over to the Interior Department. That year the agent, George W. Norris, established a Nez Perce boys’ boarding school at the old fort and moved his own office there from the site of present-day Spalding. The agency office was returned to its original site by another agent about 1889, but in 1902 it was permanently established at the fort . . . (pp. 163)
