Trescot brought me your letter with the Appropriations today and, at the same time brought me your "Church at Home & Abroad" & Roberts mailed in one wrapper and addressed to Kamiah. (Send them your correct address.) I remail & send you "Church at H & A’ with this. You will see in it that the 2^d Kamiah church is not recognized by the Board at all – is not on the Boards Roll (See names & churches of Nez Perce Mission) and Dr E writes explicity (page 22) "Their Seven churches are all under the care of native ministers’ (If the K-2^d was on the Roll that would be 8 churches) you cannot pay the pastor of the K² in salary any more than you could a Choctaw pastor from Nez Perce Mission funds. Archie can only have a salary at Spoken River (is why Dr Gunn wishes him to return there as the Board declined to render him any assistance in the K 2^d church)

Silas can only have a salary a Wellpinit – from the time he returns there. Has no salary at Kamiah from the time he was ‘relieved’ by Roberts restoration. He really does not need a ‘call’ to Welpinit -his relations with that church never having been dissolved. He was ordered to return last fall it was (is) open to his return any time. Archie simply abandoned Spokan River from for which church only came his salary from the Board. If you pay Archie a salary at Kamiah you take that which belongs to Spokan River Church and close that church. The same with Silas & Wellpinit. If you take away the salaries from the Spokan churches you close the Spokan Mission which I feel quite sure is not the will of the Board. Unless you have direct orders from the Board you cannot pay Archie a salary at Kamiah, or Silas either. The salary must be kept with the churches until the Board closes the Spokane churches & Mission. You see yourself in Church at Home & Abroad that Kamiah 2^d Church is not on the Boards Roll - is not one of its churches.

This week I had a note from Dr E enclosing "Estimates & Appropriations the last the same as you sent me. I send in this a copy of the Estimates. Are they the same Estimates you sent the Board? You see the name of Archie was sent in his name & Silas instead of simply ‘salary of pastor for Spokan River church’ ‘salary of pastor of Welpinit church’ as I sent to you in the Estimates I sent you. Who in the world sent in Archies name to the Board, asking that large salary for him. Surely not you. And why is Archies Elder Thomas Levy paid a salary (half of Calebs)? Is he paid a salary as Elder? Or What? Who in the world put that in the Estimates? The names of ministers only are given with the salaries asked for them in the enclosed estimates. Did you send the names of churches too? But the July No of the C at H & A answers for both ministers & churches. Tho his church had not been received by the Board Silas was not working in a Boards church
