- Policy makers have had some success using conventional tools to protect relatively small areas of special lands (environmentally special, historically special). However, such conventional tools have not been particularly successful for protecting large contiguous areas of farmland from development. So innovative ideas and tools are needed if areas of local agricultural land, and the local agricultural economies they support, are to be maintained in regions under pressure from suburban sprawl.
