Although the intensity of the desire for improved or maintained environmental quality has varied, the concern is clearly not a passing fad. In the United States it is now a national goal. The process of arriving at this goal, however, is not without: its difficulties. For example, I would imagine it would be difficult, if not impossible, to find a person or organization who would not be in favor of a clean and healthy environment. Bui it. is another matter entirely to get a consensus on who must give up some ''rights'' in order to give someone else some ''benefits''.
