The development of ground-water and surface-water irrigation on the eastern Snake River Plain has necessitated conjunctive management of the ground and surface water resources. To facilitate this management approach, the Idaho Department of Water Resources (IDWR) has placed a strong emphasis on the development, use and refinement of scientific tools which help quantify the impacts of changing water use practices on ground water and surface water supplies on the eastern Snake River Plain. Recognizing the importance of the ground-water model as a water management tool, the IDWR, the State Legislature and the water user community agreed to embark on a model reformulation process. [...] This report documents the enhancement (i.e. design and calibration) of the ESPAM. As design decisions were made during the life of the project, a series of thirty-five reports called Design Documents were written and circulated among ESHMC members for review and comment. The Design Documents contain further details including design alternatives which were considered and the rationale for selecting a specific design option. This report details the accounting of recharge and discharge for the 22-year calibration period, the technical tools used to develop the model, the observations used for model calibration and comparison of the model-predicted aquifer water levels and river gains with observed data.
