Legislative phrases such as ''full economic development...reasonable groundwater pumping levels...(and) reasonably anticipated average rate of future natural recharge'' are the basis for groundwater administration. This thesis provides an analysis of possible administrative actions utilizing a mathematical model of a selected water resource system.
